Rules serve outcomes.
Rules create consistency, but they are instruments rather than ends. When a rule repeatedly obstructs its purpose, revisit it responsibly.
Explanation
This is not permission for arbitrary rule-breaking. Exceptions require a defensible objective, proportionate action, accountability, and evidence that the rule obstructs its intended outcome.
Example
A reversible test may be justified when a normal process prevents the team from gathering the evidence needed to make the right decision.
Practical implication
State the rule’s purpose before requesting an exception, then document risk, scope, and rollback.
